Have you seen images of the last hits? The fire is/was crazy.
I think the sanctions are doubling the repair times this, so for the hard hit ones could still be out of full operation. I would imagine they are prioritizing crude distillation repairs over secondary upgrading units, since crude distillation is simpler and strategically more important.
Refineries hit over a year ago, will probably be repaired though. Ukraine needs to hit them more frequently.
If Tuapse is any indication it would seem that they are changing their approach.
Instead of causing a bit of damage to every refinery within range they’re trying to completely obliterate them one at a time.

Why hit them more frequently? Let Russia expend the effort to completely rebuild it and get into operation and THEN you attack again. By waiting until it’s back in operation you not only maximize the repair costs, but you also target it when it’s full of highly flammable materials. That ensures maximum destruction when you hit it again. A refinery full of oil that burns for days causes much more damage than a hunk of explosives in a drone that detonates next to an empty storage tank.
Omsk was last hit 26.0.8.2024, Moscow 11.03.2025 and Taneco 11.01.2025. The largest ones also have multiple production lines. So they can still operate, but at reduced capacity. Ukraine should try to shut down as much refinery capacity as possible and export. So Russia has to close oil wells and has fuel shortages. The country is massive after all, so it takes a lot to transport fuel throughout it.
