I don’t think Shoggoths worship Dagon or anyone else, so you probably wanted to say “Deep One culture” or something, and the “sensitive artists having visions” thing is caused by Cthulhu, a Great Old One, but the Elder Things are a) opposed to (and crushed by) Cthulhu, b) much more mundane, unable to cause a global psychic phenomenon, and c) don’t really have any surviving exemplars except ones frozen in ice, with the last ones who thawed being very quickly killed by Shoggoths.
