One of my favorite writing styles in the world was fan translations of Jojo where every fifth term would be put in quotation marks, like (to use a made-up example):
Vespucci is using his “ballpoint pen” to shift the “center of gravity” of the “boat!” I need to “eat” some of these “canned sardines” to control the “distribution of weight.”
I don’t know why it was written this way. It might be to indicate that they were using English there (some translations do that, but this one never noted it) or maybe Araki’s use of punctuation really is that unhinged.

That could be verbatim Jojo text and I wouldn’t be able to prove you wrong.

I think it’s just supposed to be emphasis, just weirdly translated.
