Yeah. HR should be able to handle this. I looked into doing this once but decided it was ultimately more of a hassle than just fine tuning my withholding to owe next to nothing each year.

No, it actually is. Paying federal taxes through your employer is optional.
The IRS is going to get its fucking money, but it doesn’t have to be the employer doing it, and it’s weird that they insist.
They’ll definitely spend enough hours on this one issue to have easily earned as much money doing almost any labor.
