Yes, but there’s a conflict on its legitimacy. The question is: had the National Assembly the power to pass the constitutional law of 1940 or not? For Vichy, of course yes, and then the Third Republic stopped there. But for the Free France (the political branch of the Résistance), this law was illegal, and then the Third Republic was still the legitimate form of the French government. That’s why in 1944, at the Liberation, De Gaulle didn’t proclaimed a new Republic, but passed an ordinance reestablishing the Third one.

Small correction in an otherwise very interesting message:

Vichy France is the result of the destruction of the Third Republic by Nazi Germany. But de jure, the Third Republic’s constitution was still legitimate until the new constitution of 1946.

For the, the main source of proto-fascism is nationalism. The form of governement is secondary.

I am a citizen of two countries: a republic and a monarchy. Both are advanced European liberal democracies.

One has a strong far right, refuse to acknowledge its own regional languages because of the threat they pose to the national unity and has a very strong head of state that can decide a lot of things alone, without being responsible before the Parliament.

The other has almost no far right, a very numerous immigrated population, recognizes three national languages but officially communicates in two other languages spoken by its two biggest immigrated communities, has a weak head of state and a strong Parliament.

Which one is the most “proto-fascist”? The first.

Thunderbird is great. But if you don’t like it only because of Mozilla (the interface is customizable so that’s not an argument) there is a fork which does almost everything like Thunderbird, is slightly better on some points, and slightly worse on some others, called Betterbird. It has in my point of view no interesting point, but it’s not Mozilla.
