I have a Kindle, and it’s relatively inexpensive (I assume the business model focuses on selling eBooks rather than the reading device itself). I never turn on the Wi-Fi or sign in; I use it offline by uploading books through USB with Calibre. I’ve read that it can be jailbroken, but it has met all my needs so far. Would this option work for you?
If you prefer something quiet, keyboards with red silent switches are often available in pre-built options
Buy a second-hand one and you can always purchase new keycaps for a fresh feeling, but 25€ will be a tight budget anyway

The few issues I’ve seen for daily use are that export does not work and you need to use
set -x VAR valueinstead,$PS1is not recognized because Fish uses its own prompt system, and wildcards work a bit differently…
