This leaves IT leaders having to choose between a potentially painful upgrade to Windows 11 and having to pay a massive amount of money for continued Windows 10 support, depending on how many seats will remain on Windows 10.
I think the real choice is whether to keep paying the company that has put this gun to their head. MS continues to degrade the windows experience simply to increase their own revenue.

For the VM? Yes just one for that, but I have 3 monitors for the Linux box that hosts it.
This is alot like me. Two years ago I ditched windows and there have been some bumps but I’m happy to have done it. It took me about a month to find Linux equivalents for everything. I still have a VM with windows so I can run a legacy dev tool but that’s the last thing.
I’m also the IT guy for a small (20 person) company. Now I have to get all of them to adopt Linux. I’m for sure not supporting the heap of junk that is Win 11.

Microsoft’s terrible OS and even worse sentiment for the user is killing the PC hardware business. Dell, HP, Lenovo, etc need to turn to Linux.
I’ve been running Pi-Hole on a B since 2018. It has always worked perfectly and is still kicking.
Check that the power brick is outputing the right voltage? Also, remove any component that you can and after each one try to start it. Sometimes a bad drive or memory dimm can keep everything from working.
I did this same move two years ago. Make a list of critical must have functions. Get a second storage drive like your current one, swap out the old and install Kubuntu. Get those critical apps installed and tested. Create a virtual machine out of your old primary drive. Boot that inside Linux when needed.
