Is that being enforced? My experience in rural Romania has been that traffic laws are generally being ignored. Never been more scared than taking a Taxi in rural Romania lol.
In rural America we have no taxis.

They’ve been changing a lot of the neighbourhood speed limits to 30/kph here in Winnipeg, Manitoba. It took a bit of getting used to but I like the cool slowness of it now.
