Do foreign exchanges recognize Omani Rial as a currency in Canada despite it being quite rare? It’s not common as let’s say Pound Sterling, US Dollars, Euros or Japanese Yen but can it be exchangeable directly for C$?

Exchange rate in currency exchange kiosk will be super low, if will be at all. Consider Visa or MasterCard.
You can bring it in - it won’t be seized (unless illegal money) - you can exchange it at your typical exchange shop, though you should call ahead to see if that shop specifically accepts it (most do)
