Congress can stop him but they don’t the Supreme Court could stop doing Shadow proclamations that allow trump to do whatever he wants till many years pass and that shit actually goes through the courts. The fact everyone blames Trump and think things well be better when he leaves is just stupid there are so many people involved, and they are not just going to go away.
