          That looks like what’s called an “ear-tip” which usually indicates a feral cat that’s been spayed or neutered. There are trap-neuter-return programs in a bunch of areas to keep the cat population manageable. During surgery a little bit of the cat’s ear gets cut in a horizontal line to indicate the cat has already been spayed/neutered so doesn’t need to do it again and doesn’t need to be euthanized.

          Looks like OP’s car is a former feral kitty.

          We adopted her from a place that “tips” the ear of trap, neuter, release feral cats. This was a while ago, and more place do less invasive markings. It’s to indicate that she shouldn’t be re-captured. But when she was in foster with her kitten, she was such a people cat (potentially because she was abandoned or escaped) that they decided to adopt her out instead.
