Layout and Design - 3/5 Rules text extends off the bottom of the card, and for some reason the wrong symbol is used for red mana? Other than that, this is a correctly laid out magic card.
Mechanics - 2/5 While technically parsable at a stretch, this rules text would result in many judge calls. Also, “proceed in nation building” is not a term defined in the current MTG rules. Neither are “factions” (should have been “players”) or “The fall of Damascus.”
Playability - 3/5 This is almost a playable card. Type fits with the fact that it’s supposed to be played as an interrupt, it has a properly formatted mana cost (more or less), and assuming that “proceed with nation building” is a sufficiently powerful effect it can be assumed to be well costed. The only issue is the use of factions instead of players with many of the cards effects tied to these faction labels. If OP can provide an expansion to the core MTG rules describing what factions are, how they are assigned, and what their mechanical effects are outside of this card, this rating will be upgraded.
Overall Rating - 3/5 Very close to being a functional magic card. Well done.
