Every single big business in the US engages in this shit. Everything comes down to profits and if it’s more profitable to fuck over vendors, contractors, etc then they’ll always do it. Even if there are fines large enough to make it risky, they’ll still do it if there’s a good chance they won’t get caught. Capitalism is inherently pernicious.
