This is so frustrating - there’s actually legal precedent in Canada supporting naturalized gardens (Bell v. Toronto from the 90s), where the court ruled that natural gardens are protected as a form of expression, but municpalities still pull this crap all the time.
I don’t agree with the fines but it’s also a little more complicated than that, apparently the plants were starting to over grow the sidewalk. Naturalized gardens are fine but there needs to be some effort put in to not obstruct public infrastructure.
I do agree the bylaw needs to be changed though. How is one supposed to grow a natural garden while also removing specific plants designated as weeds? They’re part of nature…

Sounds like at the behest of some meddling neighbour. I would casually walk by their yard and liberally sprinkle clover seeds on it.
What a world, where having clovers in your garden would be considered bad for some people
