Get a bichon. They hate going out in the snow too and will refuse to do so.
In general, if you want a dog with cat-like qualities, get a small breed dog. If you want a cat with dog-like qualities, get a large breed cat.
even the smallest dogs need to go outside eventually and all cats instinctively want to use litter box like options (so make sure to have an actual litter box available to them).
They both look kinda blissful in their own way
