“Before established”? Doesn’t that require international recognition, first? There are two bodies claiming to represent Palestine. The only way either of them can be considered valid, is if they are recognized by the international community. That’s what gives them authority to negotiate on behalf of the Palestinian people. That’s what’s currently missing.
